China Halts Meta’s $2B Manus Acquisition, Forcing Deal Reversal:

China has blocked Meta’s planned acquisition of AI startup Manus, a deal reportedly valued at around $2 billion. The decision came from the National Development and Reform Commission (NDRC), which ordered both parties to fully unwind the transaction after a months-long review.

The ruling marks a major intervention by Chinese authorities in a cross-border technology deal, highlighting growing scrutiny around AI investments and international ownership. While no detailed explanation was provided, the regulator stated that the acquisition violated applicable rules governing foreign investment.

The situation is complicated by the fact that integration efforts were already underway. Around 100 Manus employees had reportedly moved into Meta’s Singapore offices, and the company’s leadership had begun taking on roles within Meta. CEO Xiao Hong was said to be reporting directly to Meta’s COO, while both Hong and co-founder Yichao Ji are now reportedly subject to exit restrictions in mainland China.

Founded in 2022, Manus was established by Chinese engineers before relocating its headquarters to Singapore in 2025. Shortly after the move, Meta announced plans to acquire the company and integrate its agent-based AI technology into its broader AI ecosystem.

Meta has maintained that the transaction complied with all relevant laws and expressed confidence that the situation will eventually be resolved. However, the startup’s Chinese origins have drawn attention internationally. In the U.S., concerns have already been raised about investments in companies with links to China, reflecting broader geopolitical tensions surrounding advanced technologies like AI.

The blocked deal represents a significant setback for Meta’s ambitions in the rapidly evolving AI agents space and underscores the increasing regulatory complexity facing global tech companies.
